#Cardano founder, Charles Hoskinson, believes that $XRP should be regulated as a commodity rather than a security.
To support his argument, Hoskinson writes that most Layer 1 protocols, including #XRP, provide utility and have a sufficient degree of decentralization within them that they are not securities. Additionally, they pass the Howey Test, which shows whether an asset is a security.
