ValidatorSetAura.newValidatorSet

In the last epoch, the Validator Contract has selected ValidatorSetAuRa.newValidatorSet to make the system more secure.

This can happen at any random epoch. The cycle will not run longer and will validate zero blocks. For this cycle, it was epoch 18.
