TeraUpdate September (ver 2610) pushed to the main network

Due to the fact that the update is mandatory for all nodes, there are difficulties with determining who performed the update and who did not, so we are releasing a new release:
1. We have added a field containing the version of the current code to each transaction so that we can remotely track how many users have been updated
2. We have added support for creating coins with a fee for transfers. The fee is charged at the time of the transfer, so the amount minus the fee reaches the recipient.

The update is mandatory.
The activation of the support mode for new functions will be performed after the general monitoring of the blockchain.
