Tech Update: Zilliqa's implementing a debugger for Scilla!

1. We're working on a Scilla debugger that will help smart contract developers simplify day to day coding and debugging.
2. Users will be able to step through code line-by-line and analyse its values at that point in time
3. The debugger will be built on top of the ongoing Scilla Compiler and VM infrastructure project!
