The Kwon plan states that it is now extremely necessary to completely restart the Terra blockchain, while the ownership of the network is fully distributed between UST and LUNA holders through the issuance of 1 billion new tokens.
It is proposed to distribute tokens as follows: 40% — to coin holders at the time of untying UST from the dollar; 40% — to UST holders at the time of network renewal; 10% — to LUNA holders at the time of network shutdown; 10% — to the project development fund.
Kwon himself stated that he did not sell Luna and UST against the background of the crisis.
