We know this because all funds are straight from Binance cold / hot wallets to Bitfinex hot wallet. No intermediate (minus the call on the contract).

Why This is a Big Deal

USDT is owned / co-managed by Bitfinex. If Binance is sending 380k+ Ethereum to Bitfinex, its more than likely that those two exchanges are co-managed with one another as well.

This makes sense, since Binance is the #1 holder of USDT among all exchanges.

Increased Risk

An implosion by Binance will have a cascade effect on the crypto space. There's no possible way that Binance's insolvency will occur without triggering the same for Bitfinex.
